It may not be a silver lining, but a glimmer of light is shining through the dark clouds overhanging the economy. As the year began, a host of worries darkened the near-term outlook. Topping the list, of course, were the looming fiscal policy battles over the debt ceiling, the automatic government spending cuts scheduled for March 1, and an expiring budget resolution in late March that, if not replaced by a new one, would bring about a government shutdown.  + READ MORE
